Understanding Cyprus’s evolving fintech landscape
Financial services are undergoing a period of rapid technological transformation. Developments in artificial intelligence, digital payments, open banking, digital assets, RegTech and embedded finance are changing how financial services are produced, distributed and regulated.
Cyprus, already having established a significant financial and professional-services sector, has recently increasingly attracted financial technology (Fintech) companies. This has been supported in part by broad government monetary, fiscal and financial policies that also benefit the fintech sector, such as tax incentives for companies and staff, as well as the Cypriot Start-up visa programme.
Despite increasing growth of the fintech sector in Cyprus, there is relatively little systematic evidence regarding the size, composition, activities, economic contribution and long-term development of the fintech ecosystem in Cyprus. The lack of evidence is also indicative from a policy perspective; unlike other European Union member states, such as Lithuania and Latvia, Cyprus does not have explicit government fintech strategies, nor does it acknowledge fintech within a broader financial service strategy such as Ireland, Malta and Luxembourg.
As a result, there is an incomplete understanding of the type of fintech companies which might be interested in taking advantage of what Cyprus has to offer. Despite the accelerated growth, there is still no clarity on the Cypriot fintech market landscape. Overall, there is no clarity on the traits, key features and trends of the Cypriot fintech market. To understand the fintech operating environment, there is a need to properly understand and contextualise the Cypriot fintech market through a landscape study.
Research rationale
Why this study is needed
Growth of Fintech
Increasing growth of fintech in Cyprus, attracted in part by the possibility of passporting into European Union markets.
Lack of Data
Little systematic evidence regarding the size, composition, activities, economic contribution and long-term development of the fintech ecosystem.
Lack of Policy Direction
Unlike European Union member states such as Lithuania and Latvia, Cyprus does not have an explicit government fintech strategy.

Research observations
What the emerging evidence suggests
An international base
Early evidence suggests that many firms use Cyprus as a base for accessing European Union markets, supported by its tax environment. Domestic fintech activity and locally oriented initiatives appear comparatively limited.
Digital infrastructure gaps
Cyprus does not yet have an integrated digital public technology stack connecting systems such as digital identity with other digital services. This may constrain future fintech development.
Technology skills
The preliminary research identifies shortages in technology skills as a potential obstacle to fintech growth and highlights the importance of developing local technical capabilities.
Evidence-based policy
The findings point to the need for clearer policy direction and a stronger evidence base to inform the development of Cyprus’s fintech and financial services ecosystem.
Looking ahead
Building a clearer picture of financial innovation in Cyprus
The study aims to develop a more systematic understanding of the companies, activities, opportunities and challenges that define Cyprus’s fintech ecosystem.
Through empirical research and engagement with institutions, regulators and firms, the initiative seeks to support informed discussion about the sector’s future development.
